THE PERSUIT 50
Welcome to the fourth annual PERSUIT 50 Rankings. Each year, the PERSUIT 50 spotlights the organizations shaping the future of outside counsel engagement. Grounded in real transaction data, these rankings reflect how enterprises and firms are working together in a performance-driven market.
The PERSUIT 50 is not a ranking of the biggest firms or the most famous names. It's a ranking of the firms that sophisticated legal buyers actually chose — and kept choosing. Several household names don't make the list. Several you might not expect, do.

87% of matters awarded through PERSUIT in 2025 used some form of alternative fee arrangement — fixed fees, blended rates, success fees. The billable hour is not dead, but it is no longer the default assumption at the table.
Top 20 Firms by Average
Value of Awarded Work
Firms are ranked by the average dollar value of individual matters they were awarded on PERSUIT in 2025. In contrast to total spend — which is influenced by volume — this measure spotlights firms being awarded multiple high-value matters. It is indicative of the depth of clients' trust.

Winning one big matter from one client is a transaction. Winning matters from 26 different clients — at scale — is a relationship business. The firms with the broadest client footprints on PERSUIT are the ones building durable revenue, not one-off wins.

The PERSUIT 50 Shows How the Legal Market Is Changing.
Pricing conversations are more transparent.
Performance matters more than pedigree.
The PERSUIT 50 captures that shift in motion. This is not the future of legal. It's already happening. And the firms on this list aren't waiting for the market to change — they're building it.
Here's the uncomfortable truth the PERSUIT 50 keeps surfacing: the legal market is more competitive than most firms want to admit, and less competitive than most legal departments think.
Firms that engage in structured, data-driven pitches win more work and build better client relationships. Legal departments that run disciplined outside counsel programs get more value and make better decisions. Neither of these is controversial — but the gap between knowing it and doing it is still enormous.
PERSUIT exists in that gap. And every year, the firms who close it show up on this report.

Our Process
The PERSUIT Platform
All rankings in this report rely on data from the thousands of requests for proposals (RFPs) and over $1 billion USD of work awarded by companies using the PERSUIT platform in 2025. Over 2,000 firms and service providers were active on PERSUIT in 2025. This report is also based on a subset of the data used to power PERSUIT's Price Benchmarking and Competitive Intelligence modules.
Client Data Protections
Only aggregated and anonymized data is used. Client names are never shown without permission. No metrics or rankings can be traced back to any individual client. Firms and providers can only show up if they were awarded at least five matters from at least three clients on the platform. This applies to all rankings.
Eligibility (All Lists)
Firms and other service providers included in all lists must have been invited to RFPs by at least three different clients and been awarded at least three matters on PERSUIT during 2025.
