The PERSUIT 50: 50 Most Trusted Firms

We used aggregated matter value as the best available indicator of a client’s trust in their outside counsel. The data reflects matters issued through PERSUIT during the 12-month period ending December 31, 2025. Firms are ranked based on the anticipated revenue of matters they were awarded during that time. To qualify, firms must have been awarded at least five matters from at least three different clients within the study period. Firms' ranking bands in the most recent Global 200 Ranking from Law.com are listed for context.

Alternative fees are no longer alternative.

87% of matters awarded through PERSUIT in 2025 used some form of alternative fee arrangement — fixed fees, blended rates, success fees. The billable hour is not dead, but it is no longer the default assumption at the table.

Firms are ranked by the average dollar value of individual matters they were awarded on PERSUIT in 2025. In contrast to total spend — which is influenced by volume — this measure spotlights firms being awarded multiple high-value matters. It is indicative of the depth of clients' trust.

This list ranks firms by total matter value won on PERSUIT in 2025, excluding those headquartered in the United States. With over 4,000 active firms, PERSUIT broadens legal teams' options for awarding work globally.

"Headquartered outside the US" is doing a lot of work here. Several firms on it — DLA Piper, Norton Rose Fulbright, A&O Shearman — have more attorneys in New York than in London. They're global firms that happen to have a British registered address. We've kept the methodology consistent, but if this list reads like a tour of Magic Circle and their successors, that's partly a reflection of how the UK-headquartered international firms have invested in PERSUIT's client relationships — and partly an invitation for their European and Asian counterparts to show up more.

Here's the uncomfortable truth the PERSUIT 50 keeps surfacing: the legal market is more competitive than most firms want to admit, and less competitive than most legal departments think.

Firms that engage in structured, data-driven pitches win more work and build better client relationships. Legal departments that run disciplined outside counsel programs get more value and make better decisions. Neither of these is controversial — but the gap between knowing it and doing it is still enormous.

Our Process

The PERSUIT Platform

All rankings in this report rely on data from the thousands of requests for proposals (RFPs) and over $1 billion USD of work awarded by companies using the PERSUIT platform in 2025. Over 2,000 firms and service providers were active on PERSUIT in 2025. This report is also based on a subset of the data used to power PERSUIT's Price Benchmarking and Competitive Intelligence modules.

Client Data Protections

Only aggregated and anonymized data is used. Client names are never shown without permission. No metrics or rankings can be traced back to any individual client. Firms and providers can only show up if they were awarded at least five matters from at least three clients on the platform. This applies to all rankings.

Eligibility (All Lists)

Firms and other service providers included in all lists must have been invited to RFPs by at least three different clients and been awarded at least three matters on PERSUIT during 2025.
